EU Information
- What is the European Union?
The European Union is established in accordance with the Treaty on European Union (Maastricht). There are currently (as of June 2006) 25 Member States of the Union. It is based on the European Communities and the member states co-operation in the fields of Common Foreign and Security Policy and Justice and Home Affairs.
- What are the main institutions of the EU?
The five main institutions are the European Parliament, the Council of Ministers, the European Commission, the Court of Justice and the Court of Auditors.
- What is the European Commission?
The European Commission is the European Community’s executive body.
- What is are the aims of the EU Development policy?
The European Union is a major player in international co-operation and development aid. It is also the world’s largest humanitarian aid donor. Today, the European Community has political and financial responsibility for over 10% of the world’s public aid (ODA), compared with 5% in 1985. The primary aim of the EC's own development policy, agreed in November 2000, is the eradication of poverty. To enhance its impact, the EC is targeting its assistance on six priority areas: trade and development; regional integration and co-operation; support to macroeconomic policies and equitable access to social services; transport; food security and sustainable rural development; institutional capacity building, good governance and the rule of law. In addition to these core areas, important crosscutting issues are being mainstreamed into development activities namely: human rights, gender equality, environment and conflict prevention. >>back<<
Programme Information
- What is Tacis?
Tacis is a programme of technical assistance underpinning the EUs relation with the countries of Eastern Europe and Central Asia. It supports the process of transition to market economies and democratic society in those countries. Tacis is managed by the Europe-Aid Co-operation Office and has developed special programmes and sub programmes to address specific needs in specific sectors.
- What is MTP?
The Managers’ Training Programme (MTP) is one of the sub-programmes funded by the European Union within the framework of Tacis. In total the European Union is spending 12 Million Euro on the fourth phase of MTP.
The overall objective of MTP 4 is to improve the performance of economic enterprises of all branches in the Russian Federation, Ukraine, Uzbekistan and Azerbaijan. MTP 4 is designed to enhance economic development in these countries by qualifying individual managers and enterprises.
MTP is closely linked to the Presidential Programme on Training Managers for National Economy of the Russian Federation run by the Federal Commission (FC) and with the National Initiative for Retraining Managers in the Sphere of Entrepreneurship (the so-called Ukrainian Initiative) run by the Interdepartmental Centre for Managers’ Retraining (IC).
In Russia, the Tacis Managers/ Training Programme is the successor of the Tacis Productivity Initiative Programme (PIP).Between the years 2000 and 2005, more than 2700 managers from the Commonwealth of Independent States (CIS) and Mongolia attended a management training in the EU within the project phases MTP 1-3. In January 2006 the fourth project phase MTP 4 has started. Another 809 candidates from the Russian Federation, Ukraine, Uzbekistan and Azerbaijan will have the chance to take part in MTP 4 between 2006 and 2008.
- What is MTP NOT?
MTP is NOT a cheap way to travel around Europe and getting some insight into leading EU based companies without providing any personal contribution.
MTP is NOT a “bridging” period for getting out of business or private life in the home country.
MTP is NOT a holiday.
MTP 4-week programmes are NOT a programme offering only and foremost business contacts for senior managers, but a training programme to work on management topics.
MTP 4-week programmes are NOT a de-luxe tour across Europe, but a study tour with substantial managerial content.
MTP 8- and 12-week programmes are NOT a service institution for satisfying managers with excessive expectations regarding dozens of business contacts or even contracts.
MTP 8- and 12-week programmes are NOT offering internships in more than one EU company.
MTP IS offering a unique training and learning opportunity, giving a great deal, but demanding a substantial contribution by the participants as well: Managers should be prepared to leave their companies and families for a longer period of time, to provide as well substantial input to the hosting companies, and follow a larger scheme of transferring and implementing the acquired knowledge in their home companies.
- Who is running MTP?
The programme is implemented by a consortium of ten partners from nine European countries led by the Carl Duisberg Centren gemeinnuetzige GmbH (CDC gGmbH).

- Which EU countries do participate as possible Host Countries? In which countries can I have my traineeship?
MTP is not limited to the countries of MTP consortium members, an internship is possible in all member states of the European Union
- Are the MTP Offices and information centres official representatives of the EU or of Tacis?
The MTP offices and MTP information centres are not official representative offices neither of the EU nor of Tacis. They serve as MTP project offices in the respective countries (in the EU and СIS), offering information and support in all aspects related to the successful implementation of MTP. >>back<<
- What kind of different training programmes MTP offers?
MTP offers training programmes of 4-week, 8-week and 12-week duration in the EC, and the so-called Local MTP, offering 8-week traineeships in Russian and Ukrainian based subsidiaries of EU companies.
The 4-week programme is designed for senior managers with at least eight years of management experience, while the 8- and 12-week programmes are designed for middle and junior managers with at least 3 years of management experience.
Each programme will be concluded by a three-day Europa Seminar in the EU.
- What are the characteristics of the 4-week programme?
The 4-week programme is designed foremost for senior managers with at least eight years of management experience, who are mostly interested in a more general view of management issues than in acquiring special skills and techniques. The managers participating in the 4-week programmes will receive a traineeship under the heading of “Benchmarking against peers’ experience”, which means the facilitation of sharing, comparing and analysing the views and approaches of the EU companies they will visit. Participants will be selected to ensure similar field of interest within one group.
- What are the characteristics of the 8- or 12-week programmes?
The 8- and 12-week programmes are designed for managers from junior and middle level with at least 3 three years of management experience. The programme is focused on practical issues and comprises an internship in one EU company which is accompanied by seminars. The 8- and 12-week programmes are open to managers from all branches.
- What is a change project and what are traineeship objectives?
The change project is like a plan or road map for the MTP traineeship. The purpose of this project is to facilitate the process of tailoring the MTP traineeship on acquiring knowledge and skills that can be immediately used to improve the managers’ performance as well as the performance of their companies.
The development of a change project is based on two steps:
The first step is to analyse the individual manager’s need for training. The second step is to embrace the company’s training needs into the training plan.
- What is the Integrated Management Training Cycle (IMTC)
The Integrated Management Training Cycle (IMTC) is linking the individual managers’ learning with company learning and involving training institutions and regional structures into the management. The IMTC opens the possibility for the home companies in the MTP countries to benefit from MTP by using the MTP traineeship for a unique inter-company comparison (bench marking) and for obtaining know-how about future trends and opportunities in EU based companies. This can become the initial start of a new process of organisational development or re-engineering for the participating companies. As a consequence, MTP puts a stronger focus on the involvement of the home companies of the participating managers already during the application for MTP, as can be seen from the revised application forms and application requirements for MTP.
- How is a host company to be found?
The host companies offering internships for the 8- and 12-week programmes as well as offering company visits for the 4-week groups will not be paid, i.e. they offer their services free of charge to MTP and accordingly expect that the MTP managers will support them in their work.
There are basically three ways of identifying a host company.
The most common way is through well experienced matching and placement experts who contact potential host companies based on the information given by the managers willing to participate. It is therefore of crucial importance to get detailed information by the managers on training objectives and potential host companies to facilitate the process of finding a host company
A second way is that interested host companies will approach MTP to find a suitable manager to be hosted by them.
It is also possible for managers applying for MTP to name potential host companies. This can be done either in the application form or later by e-mail to the MTP office in his/ her country.
- Is MTP the same in every EU country or is there a difference between the training programmes, for example, in Italy and Denmark?
There is a basic design and structure of all MTP training programmes in the various EU countries. Nevertheless, all participants should be aware of the European dimension of MTP. If a participant, for example, is hosted in Denmark, this may have some different implications for the character and culture of the internship, daily life, business culture, the way of accommodation etc. which differ from those e.g. in Italy or Germany. The participants will therefore get a first hand experience concerning the diversity of the EU member countries with their specific traditions.
- What is Local MTP?
Local MTP is a new programme, first implemented as a pilot programme in MTP 2. Within MTP 4, Local MTP offers up to 60 internships in the affiliates of Western European companies based in Russia and Ukraine. It is open for managers from Russia and Ukraine only.
The coaching of the trainees will be done by specially trained EU coaches and local coaches. All participants will take part in the Europa Seminar.
- Who can apply for what kind of programme?
The MTP-programme is open to all sectors of business and industry.
Companies: To qualify as a host company, a company needs to be committed to hosting a trainee, and must be based in an EU member state.
Managers: Managers from all branches and sectors of business and industry who fulfil the application criteria (see below, section application information) for the respective programmes can apply.
- If a manager has successfully passed the selection sessions, does he/she automatically participate in MTP / in a traineeship programme in the EU?
If a manager has passed the selection he/she becomes an accepted candidate for MTP. This does NOT guarantee participation in MTP. It means that his/her profile has been entered into the database from which the MTP partners will undertake all necessary efforts to arrange successful placements in EU host companies.
- Will language courses be part of the programme?
No. MTP expects that managers participating in the 8- and 12-week programmes speak one of the EU languages fluently. This is a strict prerequisite for the participation in the programme. Therefore, no language courses will be offered or supported.
- Will the seminars / traineeships be supported by interpreters?
4-week programme: In the 4-week programmes for senior managers professional and very experienced interpreters will support the seminars and company visits.
8-/12-week programmes: In some cases, the seminars for the 8- and 12-week programmes will be supported by interpreters as well. We expect that managers participating in the 8- and 12-week programmes speak one of the EU languages fluently.
- Is it allowed to attend a language course on one’s own initiative?
If a participating manager wants to improve his/her language skills above the good level s/he speaks, he/she is free to attend language courses. However, this should be done as an additional activity after the regular working day in the host company and on own expenses. MTP does not support this kind of activity. >>back<<
Application Information
- How can/shall candidates apply for MTP?
Interested candidates are encouraged to visit our website www.tacis-mtp.org for filling in the online application form. In very exceptional cases the application form could be downloaded from the MTP web-site and could be mailed / sent by fax to the respective MTP Office. The addresses can be found on the MTP website.
- Who can participate in MTP?
MTP is open for managers from a public owned and private companies, aged between 25 and 55 years, coming from Russia, Ukraine, Azerbaijan, or Uzbekistan. They can apply for a traineeship programme, fulfilling the application criteria.
- What are the application criteria for managers?
All applicants must be permanent residents of one of the participating countries and must be employed in one of those countries.
8-/12-week programmes (incl. Local MTP): age 25-40 years (in exceptional cases also managers older than 40 may be accepted); at least three years of professional management experience; fluent active knowledge of at least one of the languages of the European Union.
4-week programme: age 35-55 years (in exceptional cases also managers younger than 35 years or older than 55 years may be accepted); at least eight years of professional management experience in a leading position; knowledge of one of the languages of the European Union would be of advantage.
Managers from other countries or unemployed are not authorised to participate in MTP.
- Managers from which countries can apply for the programme?
Basically, managers from Russia, Ukraine, Azerbaijan, Uzbekistan can apply. Managers from other countries are not authorised to participate.
- What determines a participating country – the place of working or living, or the citizenship?
Crucial for the classification is the citizenship.
- What languages must the participating managers be able to speak?
All participating managers have to be able to speak at least one EU language which can be used in the host company in the chosen country.
- Managers of what age are authorised to participate in MTP?
Depending on the programme type, the managers have to be aged between 25 and 55, while the majority of managers has to be younger than 40 (see also “Application criteria”).
- If a manager is highly motivated and well-skilled but younger than 25 – is he allowed to apply for MTP?
If a manager has at least three years of relevant professional experience in a managing position, but is still 24, a participation in the selection session may be possible, if all other selection criteria are met. In any case a decision like this has to be well founded and justified and can be taken only after careful consideration of each individual case.
- Can a manager apply aged older than 56?
If the manager shows open-mindedness, flexibility and the motivation to transfer the newly acquired knowledge into his/her home company, a participation in MTP can be considered also if he/she is older then 55. However, a decision like this has to be well founded and justified in each individual case.
- Are there any limitations or pre-conditions for participation in terms of, e.g., branches, fields of activity or specific internship objectives?
In general, MTP is open to managers from all branches of economy. It is not open to civil servants and employees of state and regional administration. Additionally, managers form the finance sector may take part in MTP only on an exceptional basis. Due to the nature of EU market conditions and business culture it will be hardly possible to access the area of pricing and many aspects of financial management.
Also, managers are excluded who have participated in predecessor programmes of MTP (e.g. the Tacis PIP in Russia) or in parallel programmes from the Russian Federal Commission or the Ukrainian Initiative AND have undergone a traineeship abroad under one of these programmes.
- Can a manager apply if he/she is working for a EU company / subsidiary in his/her country?
Managers working for a subsidiary of an EU company or a joint-venture are excluded, if the internship shall take place in the respective mother company or joint-venture partner, because MTP does not provide or support in-house training. However, these managers can participate, if hosted by a third and “independent” company.
- Can a manager apply if he/she is chronically sick?
If a manager is chronically sick he/she cannot participate due to non-coverage of these illnesses by the insurance. Managers are obliged to inform MTP about this.
- Can a manager apply if she is pregnant?
If a manager is pregnant she cannot participate due to non-coverage by the insurance. Managers are obliged to inform MTP about this.
- Can a manager apply if he/she is unemployed?
Due to the nature of MTP and as well to immigration regulations in the EU, unemployed applicants are not eligible for participation. In case a manager has become unemployed after being accepted as MTP candidate, he/she becomes eligible again as soon as a new work place is found.
- Does the CEO of the applying manager have to agree to the participation?
Yes, a written agreement of the company’s director is obligatory for the application and participation in MTP. The CEO also has to provide the participating manager with a supporting letter.
- How long does the manager’s foreign passport have to be valid?
The passport has to be valid at least three month after the return from the traineeship. Otherwise the passport will not be accepted by the consulates. Once being invited for a group, every manager should therefore check immediately the validity of his/her foreign passport.
- Is an email address necessary for the manager?
An e-mail address will make the communications with MTP during the application and selection process much easier and faster. However, it is not a prerequisite for participation in MTP to have an e-mail address.
- Can a manager apply for MTP, if he/she has already applied for the Productivity Initiative Programme (PIP), the Russian Presidential Programme (PMTP) or the Ukrainian Initiative (UI)?
Excluded from MTP are managers who have participated in predecessor programmes of MTP (e.g. the Tacis PIP in Russia) or in parallel programmes from the Russian Federal Commission or the Ukrainian Initiative AND have undergone a traineeship abroad under one of these programmes
Applicants of the Tacis PIP who have NOT yet participated in a traineeship abroad can apply for the MTP at the MTP Moscow Office. In any case these candidates have the obligation to inform Moscow Office about their status.
Graduates from the Russian PMTP can only apply for MTP via the Regional or Federal Commission.
Graduates from the Ukrainian Initiative can only apply via the Regional Working Groups and the Inter-departmental Centre.
- Can a manager apply when he/she already participated in an internship from the PIP, PMTP or UI?
All participants of previous or parallel programmes who have spent time on a traineeship abroad are excluded. This includes all programmes run and/or co-ordinated by the Federal Commission on Organisation of Managers and Executives Training of Enterprises of the National Economy of the Russian Federation (Federal Commission), the Tacis PIP and the Ukrainian Initiative.
- Can a manager propose a host company for the internship?
Yes, all managers participating in the 8-and 12-week internship programmes are encouraged to propose suitable host companies. This would even facilitate the placement process. Information on a potential host company in EU can be given already in the application form or later via e-mail of fax to the MTP office in the respective home country. If information on a potential host company is given at an early stage, this will facilitate a successful and effective matching and placement.
However, it is NOT a prerequisite for participation in MTP to present a host company by oneself. Also, naming a potential host company does NOT guarantee participation in MTP.
- When naming a potential host company, what information on a possible host company should be provided?
In order to contact a proposed host company, the MTP partners in EU need the complete name of the company, the full address, the name of the response person to be contacted for further information and the telephone number or e-mail address of this person. It is not sufficient to write e.g. “Continental AG, Hannover, Germany” etc.

- Will it be possible for managers to bring their family / children with them to EU while participating in MTP?
NO, it is not foreseen to bring any family members to EU while participating in MTP, and MTP is not able to offer any support in this, neither financially nor in organisational matters. >>back<<
Selection Information
- What does “deferred”, “rejected” and “accepted” mean?
Managers having undergone the selection procedure will be allocated to one of these three categories.
”Accepted”: The manager has fulfilled all criteria for participation and is now in the pool of candidates eligible for placement in one of the MTP programmes.
”Deferred”: The manager has not fully met the criteria for participation, e.g. due to weak foreign language capability, but the selection sees good chances that s/he will be able to raise her/his qualification in the near future. The manager is invited to apply again after a period of six month. In this case only those criteria will be checked again which were insufficient during first application. A re-application is possible only once.
”Rejected”: The managers has not met the criteria for participation and therefore is not accepted for MTP. There is no possibility to apply again.
- What does the status “deferred” mean? Can a “deferred” manager apply again for MTP?
If, for example, an applicant for MTP shows generally good skills during the selection sessions and motivation but foreign language capability is insufficient, the selection experts usually decide to defer this applicant. This means that the applicant is invited to renew his application after a period of 6 months. Deferred applicants are allowed to re-apply only once. If the renewed application is not successful, the manager will not be allowed to apply any more and will be excluded from MTP.
- Can a manager apply again when he/she has once been rejected?
If a manager is rejected from MTP, there is NO possibility to apply again. MTP keeps records of all applications submitted and cross-checks with them all new applications. This way MTP ensures that no rejected applicants will be able to participate in MTP.
- Where do selection sessions take place?
Selection sessions take place in the MTP Offices in Moscow and Kiev on a regular basis. Please apply to the respective office for more detailed information.
Furthermore, there are selection sessions in several regions of Russia and Ukraine and as well as in the other countries participation in MTP. Information on scheduled selection sessions is available on the MTP web site or at the MTP office in the respective country. Applicants from the respective regions will be invited for the sessions.
- When will a manager be informed about the selection result?
Information on the selection results will be given about one week after the interview via e-mail or telephone by the respective MTP office.
Managers having applied through the Russian Presidential Initiative or the Ukrainian Initiative, will receive information from the Russian Regional Commissions or the office of the Ukrainian Initiative.
- Who will cover the costs arising from the selection sessions for MTP?
Costs arising from the participation in the selection procedure have to be covered by the applicants. This includes travel costs as well as costs for accommodation. MTP does not provide any support in this.
- If a manager has been accepted, what are the next steps?
After being accepted, the managers’ profile including all data and results of the selection will be made available to all MTP consortium partners via the internal MTP database. From this pool, the MTP partners will compose their groups. If a manager is foreseen for a specific group he/she will be contacted by the respective MTP partner to check the availability. Very often at this stage, the managers will be asked to specify the information from the application form and the selection session or to provide additional information. Based on this information the MTP partners will proceed the placement to EU host companies.
- Who will organise the managers’ visa?
The necessary visa will be organised by the MTP office in the respective country after a manager has been allocated to a specific group.
- Who will organise the managers’ necessary insurances?
The necessary insurances are organised by the MTP Moscow and Kiev offices. The insurance will cover: health, accident and liability insurance. The insurance coverage will be limited to cover acute cases, i.e. pregnancy, chronic illness etc is excluded. Dental care and treatment will be also covered only in case of emergency.
- Who will organise the accommodations in the EU?
The necessary accommodations are organised by the MTP partners of the host country.
- Where will the managers stay during their traineeship in the EU?
8-/12-week programmes: Managers participating in the 8- and 12-week programmes will be accommodated in hotels, boarding houses, hostels, student dormitories or small apartments, depending on the country where they will have their internship.
4-week programmes: Senior managers participating in the 4-week programmes will be accommodated in hotels.
- Do the managers have to pay for their daily food during the internship?
8-/12-week programmes: All participants receive a scholarship to cover their daily needs on a self-catering basis.
4-week programmes: Most of the meals will be provided by the programme. In case there is no meal organised, the managers will receive compensation according to the common rates of daily allowances in MTP.
- How do the managers travel from their home city to the host country?
Arrival and departure of the MTP participants of the individual training programmes in the EU will be organised from the central travelling points which are mainly Moscow, Kiev, Tashkent and Baku. The journey to/from the travelling points has to be organised in due time by the managers’ themselves.
Since the tickets for international flights are on group fare basis there is no possibility to go to the EU on their own. Participants from Azerbaijan and Uzbekistan will have to travel via Moscow or Kiev.
- Can a manager go to the EU on his/her own?
NO. See question 13.
- Can a manager end the traineeship earlier?
It is not possible to finish a traineeship earlier. In the case of emergencies (illness of a close family member, call back by home company for important reasons) arising costs have to be covered by the manager, this includes travel costs and - for participants from the Russian Federal Commission and the Ukrainian Initiative - may also include claims from the respective institution.
In any case the responsible MTP EU Partner and MTP Head office in Cologne have to be informed about the issue in due time before the manager leaves the host country.
- Can a manager interrupt the traineeship in the EU?
Managers are not allowed to interrupt their traineeship. As a rule, interruption of the traineeship will lead to exclusion from the programme. In this case, the same regulations and financial restrictions apply as for early ending of a traineeship (see question 15). Furthermore, by nature of visa regulations it will be impossible interrupt the scheduled stay in the Schengen states (and in case of programmes in United Kingdom, the host country).
- Will it be possible to visit an exhibition while being in the EU?
Basically, it will be possible to visit trade fairs and exhibitions in the area of validity of visa (Schengen states resp. United Kingdom) relevant for the manager. Arising costs have to be covered by the manager, logistical support may be provided by the MTP EU partner in individual cases. The host company has to agree and suspend the manager from work.
In any case, the respective MTP EU Partner and the host company have to be informed in due time beforehand.
- Will it be possible to meet potential clients / partners other than host company while being in the EU?
Basically it will be possible to visit potential clients and partners relevant for the manager. Arising costs have to be covered by the manager, logistical support may be provided by the MTP EU partner in individual cases.
In any case the respective MTP EU Partner and the host company have to be informed about the issue in due time beforehand.
- What reasons will lead to the immediate exclusion from MTP?
Illegal and unacceptable behaviour, such as offending legal regulations or alcoholic problems etc., will lead to immediate exclusion from the programme.
Behaviour, such as non-excused leave from the host company, unacceptable behaviour in the accommodation or towards colleagues in the host company or towards members of the respective MTP teams, will lead to immediate exclusion from the programme.
Furthermore, cases of pregnancy and chronic sickness will lead to the exclusion of the programme also in those cases when the manager has arrived to EU already.
In all these cases, the costs for ending the traineeship and related travel costs and other expenses have to be covered by the manager. Additionally, further financial claims may be raised (see also question 15).
- What is expected from managers participating in MTP?
Managers participating in MTP are:
- expected to accept the conditions for participation in MTP
- are obliged to attend the whole traineeship programme (seminar sessions as well as working days at host company)
- expected to diligently perform the tasks entrusted on you by the host company and to complete your project assignment
- expected to behave according to the rules and laws of the hosting country and to respect the regulations in your host company
- expected to accept the cultural habits of your host country to behave accordingly
- expected to go to any location within the EU, also to very small towns, if the host company MTP has found for you is located there

- Does MTP guarantee a 100% perfect internship?
Of course, MTP partners undertake all efforts, to find an appropriate host company for each manager. However, by the nature of MTP, all partners have to consider also the interests of host companies and the general conditions of the market - participating managers are supposed to respect this and to be flexible about their traineeship plans and tasks for the traineeship. >>back<<
